Carlos Suárez: “Debemos pensar en una nueva gobernanza global, cooperativa y solidaria”
Así lo afirmó el concejal de la UCR en una video conferencia sobre “Pandemia, ambiente y el después”, que realizó junto a la diputada nacional Brenda Austin. “La cuarentena tuvo aspectos positivos sobre el ambiente, pero también negativos que nos hacen pensar y repensar a corto plazo nuevas políticas”, sostuvo el edil.
El viernes pasado se llevó a cabo la videoconferencia “Pandemia, ambiente y el después” del concejal de la UCR Carlos Suárez, junto a la diputada nacional Brenda Austin. El encuentro virtual contó con la participación de decenas de ambientalistas y vecinos, que luego pudieron realizar preguntas e intercambiar opiniones con los disertantes.
En la primera instancia de la exposición, la diputada nacional cuestionó: “¿Hasta donde nos ponemos contentos cuando la cuarentena en gran parte del mundo ha provocado parálisis en los niveles de producción y una baja en las emisiones de gases de efecto invernadero? Pero eso a costa de que millones de ciudadanos del mundo entero pasen a engrosar las filas de la pobreza”.
En la misma línea, Brenda Austin sostuvo que el desafío está en pensar en cómo se logra equilibrio
“en un mundo que entienda que no hay justicia social sin no hay justicia ambiental. Tampoco es posible pensar la justicia ambiental disociada de las necesidades que tienen que ver con la satisfacción de las condiciones de vida de los ciudadanos. En esto hay un vector que es determinante: la desigualdad”.
La legisladora afirmó que otro desafío está en la construcción de la nueva normalidad que está llena de interrogantes. “En este debate están quiénes dicen que para poder reactivar la economía, que necesitamos hacerlo rápidamente; hay que sacarle todos los corset a los sectores productivos, y uno de ellos son los controles ambientales. Por el contrario están las voces, que también empiezan a escucharse a nivel global, que dicen: acá tenemos una bisagra histórica que nos permite plantearnos una normalidad diferente, donde la reactivación debe darse bajo otros parámetros”, señaló.
Plásticos de un solo uso
Ambos legisladores se encuentran trabajando desde hace tiempo en iniciativas relacionadas a la eliminación gradual de estos materiales. En relación a este tema, el escenario impuesto por la pandemia plantea ciertas paradojas.
“Estamos empezando a utilizar plásticos de un solo uso”, señaló Brenda Austin. “Esto está asociado a un aspecto que con la seguridad que representa el uso del plástico, con el control de muchas enfermedades contagiosas, a partir de su capacidad de no ser reutilizado”, agregó.
Asimismo, la diputada señaló que se repiten imágenes de acumulación de barbijos y guantes descartables en los fondos martítimios. “Una ONG realizó un estudio que determinó que hubo 2.000 millones de barbijos en las aguas de la Unión Europea, y señalan que puede haber más barbijos que medusas en el mar Mediterráneo”, graficó.
Ante este panorama, Carlos Suárez cuestionó: “Qué impacto va a tener que todas las recomendaciones sanitarias tiendan a la utilización del descartable como precautorio frente a la posibilidad de contagio del Covid-19. ¿Es esto un freno en las políticas, tiene que significar un freno a las poĺíticas tendientes a no tulizar plásticos de un solo uso? O, definitiva: ¿se puede seguir trabajando en este contexto y en el que viene, en avanzar en la reducción de plásticos de un solo uso?”.
Residuos domiciliarios
“Quienes estaban con procesos importantes de recolección diferenciada suspendieron la separación en domicilios, por el riesgo que representaba para los recolectores la tarea de selección posterior. Esto es un retroceso y un problema, que genera una necesidad de empezar a pensar cómo diferenciamos los residuos tradicionales que se separan para recuperar valor, de aquellos que son residuos patogénicos y tendrían que tener un tratamiento especializado y diferenciado, como el caso de los barbijos, mascarillas, guantes, entre otros”, afirmó la legisladora nacional.
Al respecto mostró el ejemplo de España que dictó una serie de normativas a través del Ministerio de Transcición Ecológica, vinculadas a cómo se le debe dar tratamiento final a estos materiales. “Debemos animarnos a mirar estos temas y no resignarnos a que por su condición sanitaria, no podemos ni siquiera poner el tema en agenda. Debemos empezar a pensar de qué manera reflexionamos sobre estos resiudos que estamos generando y que van a convivir con nosotros por mucho tiempo”, indicó.
