Diputados: media sanción para la ley de “Transición Responsable”
Este jueves se le dio media sanción al proyecto de Ley que impulso el diputado Juan Cruz Cándido para organizar el proceso de transición entre gobierno saliente y entrante en la provincia luego de la mala experiencia vivida en 2019.
Con la negativa del PJ, legisladores y legisladoras del Frente Progresista votaron este jueves a favor de la ley que busca ordenar los procesos de transición en el Ejecutivo provincial. La iniciativa, que fue redactada por el diputado Juan Cruz “Cacu” Cándido (del bloque UCR), plantea una serie de pautas a seguir por el gobierno entrante y el saliente, a través de una especie de árbitro que sea el moderador del traspaso de mando. “No queremos que vuelva a suceder lo que tuvimos que vivir en Santa Fe después de las últimas elecciones” remarcó Cándido. Además se invita a municipios y comunas de todo el territorio a que adhieran a la ley para implementarla en el recambio de autoridades locales.
“Creemos que regular la transición en cuanto a las responsabilidades del gobierno saliente y el entrante, no solamente le da al Estado continuidad, al gobierno entrante mayores elementos para la definición de políticas públicas, sino que fundamentalmente le da a la sociedad la posibilidad de ejercer el necesario control social sobre los gobiernos” explicó el diputado, y agregó “la falta de transición que los santafesinos hemos vivido por decisión del gobernador Perotti, no fue solamente un problema de los políticos sino que todavía vemos las consecuencias en un gobierno que tiene muchas dificultades para empezar a funcionar”.
La ley de “Transición Responsable” plantea que por un periodo de tiempo, que inicia cuando se proclaman las autoridades electas por el Tribunal Electoral y finaliza el día antes de la jura de las nuevas autoridades, se cree la Oficina Administrativa de Transición Responsable integrada por personal de jerarquía de la administración del Estado – lo que evitaría que se aumente la erogación del Estado –. Esta dependencia será la encargada de organizar reuniones entre ambas partes y exigir a los representes del gobierno saliente informes de gestión de cada una de las áreas que compongan el esquema de gobierno. Además se estipula que los informes del gobierno estén listos con al menos 30 días antes de la finalización del mandato.
La idea de que exista “un arbitro” en el proceso de traspaso de mando, “echa por tierra los cruces de ambas partes y la especulación de la herencia recibida porque una vez terminados los informes y estudiados por el gobierno entrante, se hacen públicos para que cualquier santafesino pueda interiorizarse” explicó Cándido.
