Brasil vuelve a su crítica realidad
Esta noche se acaba la fiesta deportiva y mañana Brasil se despertará con una resaca olímpica.
Durante las últimas semanas, embriagado por el ambiente de los Juegos Olímpicos de Río de Janeiro, el país logró olvidarse de la recesión y la crisis política que lo mantuvieron en vilo este año, pero ya de inmediato vuelven al primer plano con el desenlace del juicio político de la suspendida presidenta Dilma Rousseff y los desafíos económicos del gobierno de Michel Temer.
“Una nueva e importantísima etapa comienza para Brasil ahora, con la fase final del proceso de impeachment a Dilma, que definirá si Temer se queda al frente del poder hasta fines de 2018 y determinará si su administración, ya establecida en el Palacio del Planalto, logra la fuerza política y la confianza suficientes como para llevar adelante las reformas económicas que el país necesita para salir del pozo en el que está y volver a crecer”, destacó a LA NACION Paulo Kramer, profesor de Ciencias Políticas de la Universidad de Brasilia.
Mientras los atletas y turistas empiezan a regresar mañana a sus países, el mundo político brasileño se concentrará en Brasilia para iniciar el jueves próximo las sesiones en el Senado que deben decidir si Dilma será destituida por las maniobras fiscales irregulares que realizó en los últimos años, presuntamente destinadas a esconder el déficit y asegurarse la reelección en 2014. Al borde del abismo, Dilma se presentará por primera vez ante el plenario del Senado el próximo 29, un giro en su estrategia de defensa, que había estado a cargo de su abogado, el ex ministro de Justicia José Eduardo Cardozo.
Tanto en las esferas políticas de Brasilia como en los círculos económicos de San Pablo se da por descontado que Dilma, del Partido de los Trabajadores (PT), no contará con apoyos suficientes en la Cámara alta para sobrevivir. La moción por la destitución, que sería votada entre el martes 30 y el miércoles 31, precisa de una mayoría de dos tercios de los senadores -54 de un total de 81-, y ya cuando el Senado dio luz verde a la presentación de los cargos, dos semanas atrás, el movimiento a favor del impeachment recibió 59 sufragios. Sólo un milagro podría salvar a Dilma, que sería de inmediato removida de su cargo y quedaría inhabilitada para presentarse a otro puesto electivo por ocho años.
El presidente en ejercicio, Michel Temer, del Partido del Movimiento Democrático Brasileño (PMDB), ex vice de Dilma, acusado por ella de traidor y golpista, quedaría entonces ratificado en la presidencia hasta el fin del actual mandato, que vence el 31 de diciembre de 2018.
“Los mercados ven con optimismo la salida definitiva de Dilma del escenario político, que pone fin a 13 años del PT en el poder. Los agentes económicos creen que ahora sí habrá espacio para que las reformas económicas que el país requiere sean puestas en la agenda pública por Temer y la base política que lo sostiene”, señaló el analista Rafael Cortez, de la consultora paulista Tendencias.
Confianza
Ya afincado en el Palacio del Planalto a la espera de la eventual destitución de Dilma, Temer tiene la esperanza de realizar su primer viaje al exterior el 4 y 5 de septiembre para asistir a la cumbre del G-20 en Hangzhou, China, donde buscará recuperar la confianza de las naciones más ricas del planeta y atraer inversiones a Brasil.
Aunque está en una situación económica difícil, con una contracción del PBI proyectada para este año en 3,5%, el desempleo en 11% y la inflación en 8,8%, el panorama es un poco mejor que el del año pasado, cuando la recesión hundió al gigante sudamericano un 3,8% y la inflación arañó el 11%.
Se espera que en su primer discurso a la Nación, el 7 de septiembre, Día de la Independencia, pedirá respaldo para las medidas amargas que su gobierno tendrá que tomar para recobrar el crecimiento económico. Su principal meta es la aprobación en el Congreso de una enmienda constitucional que establezca un techo a los gastos públicos; sólo podrían aumentar sobre la base de la inflación del año anterior. En su discurso, Temer evalúa usar una famosa frase de Tancredo Neves, primer presidente democráticamente elegido en Brasil tras la dictadura: “Señoras y señores, está prohibido gastar”.
El gobierno pretende también aprobar una nueva legislación laboral (que contempla una polémica flexibilización y revisión de derechos como vacaciones pagas, aguinaldo, descansos y horas extras) y una ambiciosa reforma del sistema de jubilaciones (que prevé introducir una edad mínima de 65 años y subir el tiempo de contribuciones de 15 a 20 años).
Son objetivos difíciles e impopulares que seguramente traerán nuevas turbulencias políticas y sociales. Al PMDB le será difícil mantener el nivel de apoyo hasta ahora en el Congreso, sobre todo cuando el 2 de octubre se celebrarán comicios municipales y los otros partidos de la base de sustentación de gobierno no querrán enfrentar el costo electoral; eso lo deja vulnerable.
“El gobierno de Temer quedará marcado por las medidas duras que tiene que tomar y cuenta con poco tiempo para dejar un legado positivo después”, señaló la periodista Miriam Leitão, que recordó que Temer ya adelantó que no piensa buscar un nuevo mandato en 2018.
“También habrá que ver qué sucede con las acusaciones contra Temer y otros miembros de su administración por arrepentidos de las investigaciones en Petrobras”, subrayó la columnista del diario O Globo.
Mientras tanto, otra incógnita que se abre en el horizonte político es qué sucederá con el PT, hasta ahora a la defensiva y raído por las denuncias de corrupción del petrolão que involucran a Dilma y a su padrino político, el ex presidente Luiz Inacio Lula da Silva, por presunta obstrucción de la justicia.
Dilma ya señaló que si es destituida se embarcará en un largo viaje por el exterior antes de dedicarse a escribir sus memorias en su casa del barrio Tristeza, en Porto Alegre.
Temer ve señales de recuperación
Economía
El presidente interino de Brasil, Michel Temer, afirmó ayer que desde el 12 de mayo último, cuando asumió el poder en sustitución de Dilma Rousseff, la economía del país comenzó a dar “señales de recuperación”. El mandatario se pronunció así en una nota divulgada por el gobierno, pocos días antes de que el Senado inicie la fase final del juicio político que enfrenta Dilma, suspendida en sus funciones, y decida sobre su eventual destitución de la presidencia.
Crecimiento
Según la nota, “termómetros importantes que muestran cómo está la salud de un país, como son la tasa de riesgo, indicadores de confianza de las empresas y las familias, sugieren que Brasil está otra vez en los rieles del crecimiento”, el cual, según Temer, será retomado en 2017, con una expansión de 1,6 %.
Empresas
El texto añade que “las empresas que forman el principal indicador de la Bolsa de San Pablo han tenido ganancias expresivas desde que el gobierno interino asumió”. También sostiene que el gobierno recuperó la “armonía” de la relación con el Parlamento y que “muy importantes medidas” han sido aprobadas en las cámaras legislativas.
Cuentas públicas
Entre las medidas, cita la modificación de la meta de déficit que se esperaba para este año, que ha sido elevada a 170.000 millones de reales (unos 53.000 millones de dólares), lo que “ha dado realismo a las cuentas públicas”.
Límites
Además, hace referencia a una propuesta de limitar el aumento anual del gasto público en función de la tasa de inflación que se registre el año anterior, la cual considera “una primera reforma estructural” que obligará al gobierno brasileño a ser más eficiente con el dinero público.
