El costo real del boleto ya superó los 10 pesos
El último estudio de costos del transporte arrojó un boleto real superior a los 10 pesos, con un desfasaje del 20 % respecto a la tarifa actual que pagan los pasajeros.
El déficit empezó a generar preocupación en el municipio, donde ya están evaluando de qué manera le sumarán recursos al sistema. En la Intendencia pensaban en realidad que en septiembre iban a poder utilizar el ajuste automático aprobado por el Concejo, de acuerdo a la evolución de los salarios. Pero como el Indec no está difundiendo con regularidad ese índice, en el Ejecutivo admitieron que eso les generará un impedimento legal para aumentar el boleto.
El tema fue analizado el viernes en la última reunión del directorio del Ente de la Movilidad, donde participó por primera vez de manera formal la nueva representante de la oposición, la concejala del PRO Renata Ghilotti.
Allí, se rechazó el pedido de prórroga para la licitación del nuevo sistema, que ya tiene cinco oferentes en carrera. Y se ratificó para el lunes 29 de agosto la fecha para la apertura de ofertas.
En otro tramo del encuentro se pusieron sobre la mesa los últimos indicadores del sistema correspondientes al bimestre junio-julio. Según pudo saber este diario, el boleto real que arrojó el estudio de costos llegó a $10,23.
El valor implica un desfasaje del 20 % respecto a la tarifa actual que pagan los usuarios, frente a los $8,50 que se fijaron desde el 1º de julio pasado.
Desde el Ente de la Movilidad destacaron que “todas las variables han sufrido aumentos en un contexto de alta inflación”, aunque desde hace unos meses se estabilizó al menos el precio del combustible.
En la Intendencia empezaron a mirar los números con cierta preocupación y siguen de cerca la evolución del déficit del sistema para que no se torne asfixiante.
En realidad, en la Municipalidad estimaban que para esta altura del año iban a poder utilizar el ajuste automático que aprobó el Concejo en agosto de 2015 para evitar discusiones políticas recurrentes sobre el asunto en el recinto.
De acuerdo a la ordenanza 9.413, el Ejecutivo quedó habilitado a actualizar “de manera automática” la tarifa del transporte “en los meses de marzo y septiembre de cada año, respetando lo estipulado en el estudio de costos elaborado por el Ente”.
Pero los ediles le fijaron un tope a ese ajuste. “La adecuación tarifaria en ningún caso podrá superar la variación que, para el semestre anterior (…) establezca el índice de salarios elaborado mensualmente por el Indec”, señala el texto impulsado por el concejal Osvaldo Miatello (PJ).
Sin embargo, el Indec no está publicando con regularidad la evolución del índice salarial, pese a que los sueldos de la mayoría de los asalariados subieron entre marzo y el mes en curso tras el cierre de paritarias.
Ese vacío estadístico encendió alarmas en el Palacio de los Leones. “Todo parece indicar que así como está redactada la ordenanza desde el punto de vista legal no se podrá actualizar la tarifa, ya que el parámetro salarial no se está publicando”, confió una fuente de la Intendencia.
En el gabinete de la intendenta Mónica Fein empezaron a evaluar otros indicadores alternativos para sugerirle cambios al Concejo de la ordenanza que elaboró Miatello.
Una opción que se baraja es un mecanismo similar al ajuste jubilatorio, creado por ley nacional del Congreso, que aumenta las jubilaciones dos veces al año, en marzo y septiembre en base a un promedio de la recaudación y los sueldos registrados.
Por caso, la movilidad previsional que se aplicará en septiembre será del 14,6 % según precisó semanas atrás la Ansés.
“Cualquier indicador alternativo que se adopte tiene que ser aprobado por el Concejo”, reconocieron en la Municipalidad, a sabiendas además que la mayoría de los concejales pretende recuperar la facultad de definir con su voto el valor del principal servicio público que depende del Municipio.
