El gobierno de Bolivia, políticos y diplomáticos critican el Prosur
El gobierno de Bolivia y un grupo de políticos y diplomáticos de Chile criticaron hoy la iniciativa del presidente chileno, Sebastián Piñera, de crear un organismo de integración sudamericana llamado Prosur para reemplazar a la Unión de Naciones Suramericanas (Unasur), que lleva más de dos años inactiva.
El canciller de Bolivia, Diego Pary, afirmó en La Paz que el actual “es un momento no muy fácil para el tema de los organismos internacionales en la región” porque “hay dificultades”, pero remarcó que “sin embargo, la Unasur está plenamente vigente”.
En declaraciones a medios estatales, recogidas por las agencias de noticias ABI y EFE, Pary dijo que la sede del Parlamento de la Unasur, en Cochabamba, “tiene la infraestructura necesaria” y la ofreció como nueva sede de la secretaría general del organismo luego de que Ecuador anunciara que recuperará el edificio donde funcionaba.
En tanto, 26 políticos y diplomáticos chilenos sostuvieron que “Prosur es una proposición inconsulta, sin trabajo preparatorio, hecha de un día para otro”, en un documento titulado “La improvisación en política exterior es mala consejera”, divulgado este fin de semana y al que tuvo acceso Télam.
Vaticinaron que “sus efectos serán negativos, no solo por la improvisación sino porque representa un ejemplo más de una mala práctica latinoamericana: crear instituciones para luego suprimirlas con el pretexto de que no funcionan”.
Admitieron que la Unasur “presentó fallas estructurales y operativas que la condujeron a su eventual parálisis”, entre las que destacan “la regla de la unanimidad, que permitía que cualquier país pudiera paralizar su funcionamiento utilizando el simple mecanismo del derecho a veto”.
“El escenario de la aguda crisis de la dictadura de (el presidente de Venezuela, Nicolás) Maduro muestra la importancia de contar con mecanismos e instituciones que puedan intervenir mancomunada y positivamente en favor de una solución pacífica”, agregaron.
Entre los firmantes del documento figuran los senadores Isabel Allende y Juan Pablo Letelier, el ex canciller y ex secretario general de la OEA José Miguel Insulza, y el ex canciller y ex embajador en la Argentina Juan Gabriel Valdés.
Asimismo, el ex presidente chileno Ricardo Lagos advirtió que “dejar fuera a México” de Prosur “implica que la instancia carecerá de peso a nivel continental y mundial”.
La crítica de Lagos es similar a la que el ex presidente uruguayo Julio María Sanguinetti formulara a fines de 2014 a la Unasur, en una entrevista con Télam.
“La Unasur, a mi juicio, no fue un avance, fue un retroceso, porque es imaginar a América latina sin México, y eso, lejos de ser una apuesta de futuro, es un retroceso de visión”, dijo entonces Sanguinetti.
