El Senado decidirá si somete a juicio político a Dilma
El Senado de Brasil avanzaba este martes por la tarde en una sesión histórica para definir si acepta o no procesar a Rousseff y someterla a juicio político a fin de mes para poder destituirla, por acusaciones que ella y quienes la respaldan enmarcan en un “golpe” institucional.
“Es un día triste para Brasil; esto es consumar una estrategia de las clases dominantes para pasar por encima de la democracia y de una presidenta electa por 54 millones de votos”, dijo la senadora Vanessa Grazziotin, del Partido Comunista do Brasil (PCdoB), una de las líderes de defensa de Rousseff.
El nuevo oficialismo que apoya al presidente interino, Michel Temer, confía en que el Senado aprobará al término de esta sesión, que puede extenderse hasta la madrugada del miércoles, por mayoría simple, la aceptación de la acusación contra la mandataria, aprobada en comisión la semana pasada.
La sesión está presidida por el titular de la Corte, Ricardo Lewandowski, quien debe tratar al Senado como si fuera un tribunal.
El presidente del Supremo Tribunal Federal rechazó una apelación de la defensa que pedía suspender el juicio político a raíz de las últimas revelaciones del empresario detenido Marcelo Odebrecht, quien confesó -según la prensa- que le pagó sobornos y financió ilegalmente campañas a Temer, a su jefe de gabinete, Eliseu Padilha, y al canciller José Serra.
Condenado en primera instancia a 19 años de prisión por ser uno de los protagonistas del pago de sobornos desde los años 80 en Petrobras y empresas públicas para ganar licitaciones, el heredero del imperio Odebrecht, el líder de la ingeniería en América Latina, hizo un acuerdo con la justicia para delatar delitos a cambio de reducción de pena.
A Temer lo involucra al decir que acordó con él en su despacho, en 2014, el envío del equivalente a 3.4 millones de dólares en efectivo para sustentar las campañas del PMDB, entre ellos el de Padilha y el del titular de la federación industrial paulista (Fiesp), Paulo Skaf.
El senador Lindbergh Farias, del Partido de los Trabajadores (PT) afirmó que es imposible continuar con el juicio ya que una eventual destitución de Rousseff impediría a Temer ser juzgado por actos en 2014 mientras era vicepresidente en un mandato anterior.
El juez Lewandowski sentenció que las sospechas contra Temer “son ajenas” a lo que el Senado discute.
“Hubo falta de respeto al parlamento”, dijo el senador Antonio Anastasia, del PSDB aliado a Temer, al leer su informe acusatorio que culpa a Rousseff de haber movilizado dinero del presupuesto para honrar políticas sociales.
Según la defensa de Rousseff, esta situación fue usada por todos los presidentes brasileños para alterar prioridades dentro del presupuesto, en base a que un fiscal federal penal archivó la acusación en la justicia común por no haber delito configurado.
