Hay 12 millones de personas sin un empleo de calidad
Entre trabajadores no registrados, desocupados e inactivos.
Hay 12 millones de personas que tienen problemas de empleo, según fuentes cercanas a la cartera laboral, prácticamente la mitad de la Población Económicamente Activa (PEA). Se espera que pronto el Indec dé a conocer las nuevas cifras sobre los principales indicadores del mercado de trabajo, un número que había dejado de ser confiable a partir de la intervención del organismo de estadísticas y censos, en enero de 2007.
“En la Argentina, luego de la aplicación de políticas que culminaron en la crisis económica y social de 2001, y de más de una década signada por el crecimiento y la implementación de normativas laborales protectoras, aún perduran dificultades para lograr un trabajo de calidad, según normas nacionales e internacionales que regulan los derechos laborales y sociales” dice Eduardo Donza, investigador de la UCA, en el último informe del Observatorio de la Deuda Social Argentina presentado el jueves de la semana pasada.
“Entre 2010 y 2015, los trabajadores a los cuales se les reconocía plenamente sus derechos pasaron de representar 44% a 43% (8,3 millones) y los de empleo precario pasaron de constituir 35,5% a 31,9% (6,2 millones) de la PEA”, continúa Donza. “Complementariamente, se incrementó, especialmente desde 2013, la participación de los trabajadores que realizan changas, actividades de escasa productividad o contraprestaciones de programas de empleo, pasando de representar un 9,2% a 15,6% (3 millones)”.
La última cifra de desempleo oficial publicada por el Gobierno anterior fue de 5,9 para el tercer trimestre de 2015. Vale recordar que en esta encuesta, Formosa y Gran Resistencia, por ejemplo, tuvieron una tasa de desocupación de 1,6 y 1,5 por ciento respectivamente durante este período.
Con respecto a la desocupación, es cierto que se perdieron bastante más de 100.000 empleos entre los últimos meses de 2015 y los primeros de 2016, pero el problema estructural en el empleo está presente en la Argentina, solo tomando la última década, desde la crisis del campo, en 2008 que, junto a la crisis financiera internacional, marcó un antes y un después en materia de crecimiento del empleo. Hasta 2007 el empleo creció según números que venía siguiendo el economista Ernesto Kritz: 9,1% en 2003; 6,2% en 2004, 3,1% en 2005; 3,1 en 2005; 3,8 en 2006; 2% en 2007. Pero a partir de este año, ya se presentaron problemas ya que creció solo 1% en 2008, 2009 y 2010, 2,2% en 2011 y bajó a 0,7% en 2012.
Fue entonces, ante la ausencia de empleo privado formal, que se reemplazó la creación de empleo productivo para la economía por empleo público hasta llegar a duplicarlo
Desocupación
Hay, según fuentes oficiales, alrededor de 1.200.000 desocupados.
“En la Argentina no hubo desocupación de dos dígitos hasta la década del 90”, recuerda Víctor Beker, director del Centro de Estudios de la Nueva Economía (CENE) de la Universidad de Belgrano (UB) y ex director de Estadísticas Económicas del INDEC. “La primera vez que trepa a los dos dígitos fue durante la crisis del Tequila, en 1994. Durante 2001, se dio un nuevo pico donde la desocupación alcanzó niveles por encima del 20%. En2002comienza a bajar hasta la crisis del campo, en 2008 y la crisis internacional, en el mismo año”.
Para Beker, la desocupación se mantuvo en torno al 10% durante el período en el cual el Indec fue intervenido “y es parte de la herencia que recibió el Gobierno actual”.
“Está bastante frenada la actividad económica y es difícil reducir la desocupación en el corto plazo a pesar de que hay buenas perspectivas en el futuro”, afirma la economista de Iaraf, Daniela Cristina. “La base del crecimiento económico es que el país genere todos los años más producto y esto derive en empleos”.
“Existe gran cantidad de desocupados de largo plazo. Son personas que es muy difícil que se incorporen al mercado de trabajo ya que perdieron la gimnasia para postularse”, opina Beker.
Inactivos
La figura de los inactivos, es decir aquellos que están dentro de la Población Económicamente Activa pero que no tienen trabajo ni lo buscan “fue uno de los tantos instrumentos del Indec para esconder la desocupación”, dice el economista de la UB. En Resistencia, por ejemplo, no había desocupados sino inactivos. La idea de que la gente que perdió el trabajo no lo busca es una fábula inventada”.
“La baja tasa de participación laboral es una de las manifestaciones del desempleo”, opina Jorge Colina, director del Instituto para el desarrollo Social Argentino (Idesa). “La gente se queda en su casa sin salir a buscar trabajo y se trata mayormente de jóvenes y mujeres. Esta tasa ha venido cayendo desde 2002. Por ejemplo, la tasa de participación laboral de las mujeres entre 30 y 60 años es del 66%, cuando en 2004 era del 67%. Además de que hay una producción insuficiente de puestos de trabajo, la gente en esta situación no ve en el mercado de trabajo una oportunidad factible. Piensan, sin buscar, que no lo van a encontrar”.
Jóvenes en problemas
Desde la oficina de la OIT en la Argentina, sostienen que “los problemas estructurales del mercado de trabajo argentino se exacerban entre los jóvenes: informalidad, precariedad, bajos salarios, elevada inestabilidad y alta rotación son las características reiteradas entre los empleos a los que acceden”. Entre los motivos principales, están la deserción escolar y la insuficiente generación de oportunidades de trabajo decente.
Es un problema en el empleo no solo en la Argentina sino en el mundo. “En nuestro país, cayó la tasa de participación entre los menos de 30 años del 73% en 2004 al 65% actual”.
Empleo privado formal
“Lo que estamos viendo desde hace 5 años es que no crece el empleo privado formal. Está estancado”, dice Juan Luis Bour, economista jefe de Fiel. “Pero además, hace 6 o 7 meses que se registra una caída del empleo privado formal, asociada a la recesión que empezó a mitad del año pasado, y que es la cuarta que vive el país en los últimos 8 años”.
Empleo público
Durante la era kirchner, se duplicó la cantidad de empleados públicos. En los últimos años fue una manera de sustituir la nula creación de empleo privado formal. “Se usó el empleo público como mecanismo de seguro de desempleo, y pasó de 2 a 4 millones de personas. Como no crece ahora el empleo público, es lógico que haya menos personas con empleo”, agrega Bour. “Hay un problema de creación empleo más que de desempleo, como el que el país vivió en 1995 y en 2002.
Planes sociales
El economista Colina afirma que a comienzos de los años 2000 había 300.000 planes sociales, y actualmente son alrededor de 450.000. “Las personas que los tienen, no se computan como desocupados. Las definiciones internacionales establecen que el desocupado con subsidio que trabaja, se considera ocupado”, dice Beker. “En la Argentina, la obligación de trabajar para en este caso era más nominal. Se trataba de un subsidio al desempleo”.
Costos laborales
Una cuenta muy sencilla basada en $100 muestra, según Bour, hasta qué punto los costos laborales complican la creación de empleo privado formal: para un sueldo pactado en $100, el empleador debe pagar entre $135 y $150, dependiendo de la actividad. Por otro lado, el trabajador recibe en el bolsillo $82 después de haber pagado aportes, a menos que su sueldo se vea afectado por el impuesto a las ganancias en cuyo caso recibirá menos aún. Como resultado, empleadores con alto costo salarial, pero empleados disconformes con su sueldo. “La cuña salarial, es decir, la diferencia entre lo que recibe el trabajador y lo que paga el empleador es muy alta”, afirma el economista de FIEL.
Baja productividad
“El costo laboral para la empresa sería menos importante si la productividad del trabajador fuera alta”, afirma Bour.
Desde la UB, afirman que el 40% de los ocupados están en trabajos informales tienen salarios muy bajos en posiciones de muy baja productividad. “Es muy importante tomar en serio el problema de la informalidad y convertir actividades de baja productividad, dada por la baja inversión de los últimos años, en empleos alta productividad”, dice Beker.
Agrega Colina que “la política asistencialista de la gestión pasada no colaboró en generar en las personas una proactividad.”
Legislación laboral
Según los especialistas, expulsa a los trabajadores del sector formal y también genera, junto a los altos costos laborales, inversiones que tienen como objetivo la generación de poco empleo.
“Si bien el desempleo depende fundamentalmente de la economía, las normas laborales pueden constituir un factor de apoyo o de retracción en la generación de puestos de trabajo”, dice el abogado laboralista Ricardo Foglia. “Nuestro sistema normativo laboral no contribuye a la creación de empleo ya que, por su antigüedad, resulta desajustado respecto de las formas de organización y producción actuales lo cual, además, genera muchos litigios. Pero ademas su complejidad y costos fomentan el incumplimiento lo que explica, en gran medida, el 40% de trabajo no registrado”.
