Rosario: alcohol cero al volante, vuelve a un cajón del Concejo
La propuesta impulsada por ediles y ONGs que promueven la conciencia vial en el tránsito quedó estancada en la comisión de Obras Públicas.
“Fue un cachetazo difícil de digerir”. Así resumió la secretaria de Compromiso Vial Mariana Sena al nuevo fracaso que el proyecto de alcohol cero tuvo en el Concejo Municipal. Los representantes de Juntos por el Cambio le pusieron un freno en las comisiones al considerar que aún resta tiempo para analizarlo y reconocer resquemores en el sector gastronómico.
“No tuvo despacho favorable de la comisión de Obras públicas, vuelve al cajón”, dijo con desconsuelo Sena, quien luego se explayó: “No es justo, además nos parece una humillación. El punto es que hace años que venimos reclamando que el debate llegue al ámbito natural de las políticas públicas de la ciudad, que es el recinto del Concejo Municipal y nunca llegó. Siempre muere cajoneado en las comisiones”.
La comisión de Obras Públicas, en donde no prosperó la iniciativa, fue presidida por el macrista Agapito Blanco junto a sus pares Ana Laura Martínez y Germana Figueroa Casas, además del aliado Marcelo Megna, Lisandro Zeno, del PDP; Marina Magnani, de Unidad Ciudadana; y Jesica Pellegrini, de Ciudad Futura.
Para la militante de la ONG dedicada generar conciencia vial, en este caso puntual “las excusas que en esta oportunidad dan los concejales que participan de Obras Públicas son lamentables ya que dicen que hace falta tiempo, que necesitan investigar, que la discusión es más amplia cuando incluso en plena pandemia estuvimos participando activas en cuanto debate hubo en el Concejo y el Observatorio Vial y ellos no estuvieron y no opinaron”.
Quien salió al cruce fue la concejala macrista Germana Figueroa Casas, integrante de dicha comisión. “Me mandaron el proyecto unificado de ordenanza el 14. Una falta de respeto. Venía planteando mis dudas. Pero no hay margen para trabajarlas”, indicó para comentar que consultó con funcionarios del gobierno porteño de Rodríguez Larreta para asesorarse.
La edila afirmó que hizo sus planteos en la comisión al mencionar que tenía sus dudas. “Todos los proyectos los tomo en serio, les hago observaciones, me preocupo, hago modificaciones, dialogo pero hay una responsabilidad en mirar los proyectos que llegan”.
Por su parte, Sena refutó los dichos. “Decir que no hubo tiempo cuando durante todo el año los activistas, familiares y voluntarios hicimos lo máximo para que de una vez por todas se tome la cuestión con seriedad es vergonzoso”, dijo ofuscada para agregar: “Es una bajeza decir que faltó tiempo porque hace 15 años venimos pregonando alcohol cero para Rosario. Nos hace mal a nosotros, pero sin un debate perdemos todos, ha sido un cachetazo muy dañino”.
Entre sus argumentos, Figueroa Casas señaló que la tolerancia cero disminuye la capacidad de control. “Cada caso positivo provoca un procedimiento de una hora para remover el vehículo, y esto impacta en la capacidad de detectar nuevos positivos por encima de 0,5 miligramos que tienen un riesgo mayor de colisión por tener afectadas sus capacidades motoras y cognitivas de conducir”, dijo.
Además de considerar que se deberá incrementar la cantidad de grúas y lugares de depósito de los vehículos, la legisladora señaló que, según los antecedentes internacionales, un límite menor no es garantía de mejores resultados, para finalmente entender que sería más oportuno una ley nacional o provincial de alcohol cero.
La presidenta del cuerpo deliberativo, María Eugenia Schmuck, se mostró entristecida con la decisión. “Contábamos con los votos en el recinto, pero no estuvieron las firmas en la comisión; tenemos un compromiso con algunos de nuestros pares para habilitar su tratamiento en febrero”, indicó la edil oficialista.
Quien también justificó su negativa al firmar el despacho fue el concejal macrista Agapito Blanco. “Es un tema sobre el cual no he tomado posición, pero hay que tener en cuenta que en contexto de pandemia, de crisis y pérdida de empleos el sector gastronómico ha pedido no retomar el debate ahora porque lo ve con preocupación frente a alguna recuperación del sector y en las salidas de la gente a bares y restaurantes”, indicó.
Por ello y, tal como apuntó a La Capital el concejal de Juntos por el Cambio, “es oportuno que este tema se pase para el año que viene”.
De esta forma, quedó en estudio el proyecto consensuado por Schmuck y su colega progresista Zeno.Acompañaron Ariel Cozzoni, de Unite-Un Gol para Rosario; Susana Rueda, de Rosario Progresista, y Magnani, de Unidad Ciudadana. Se planteaban sanciones a los 0,1 miligramo y multas progresivas.
Presupuesto
La propuesta de destinar unos 46 mil millones de pesos en gastos no tendrá variaciones, pero seguía “abierta” hasta ayer entrada la noche, con algunos pedidos puntuales hechos por diversos bloques. La discusión para afinar la letra chica se dará hoy a lo largo de toda la jornada. Se espera una sesión maratónica.
