Senadores y el ministro Agosto discuten cambios en el Presupuesto
Al cabo de una semana de fuertes tensiones entre la Casa Gris y la mayor parte de la Legislatura, el bloque justicialista, mayoritario de la Cámara alta, prepara cambios en el mensaje de gastos y recursos. Busca que tengan el acuerdo del Poder Ejecutivo.
Al cierre de esta edición, los principales referentes del bloque justicialista, encabezados por su titular Armando Traferri (PJ-San Lorenzo), mantenían una reunión con el ministro de Economía de la Provincia, Walter Agosto, clave para el tratamiento de ley de Presupuesto 2021, y de la Ley Tributaria.
Ambos mensajes del Ejecutivo tienen prevista una preferencia para la sesión de este jueves 26 de noviembre. Y, pasado el mediodía, no había mayores detalles sobre el encuentro, uno más –acaso el último- que tiene como eje el primero de ambos proyectos.
Se sabe que no hay mayores objeciones respecto de la norma impositiva, mientras que –en cambio- por su extensión, complejidad e importancia, siempre surgen puntos a discutir en el tratamiento de la llamada ley de leyes, que asigna partidas y fija prioridades para el próximo año de gestión.
El mensaje enviado por el gobernador Omar Perotti fue ya debatido con funcionarios de Economía, de Gestión Pública y del ministerio de Gobierno (que también ha quedado a cargo momentáneamente de Rubén Michlig). Obviamente, la asignación de obras y recursos para los distintos departamentos que están representados en el Senado tienen el mayor peso en las discusiones.
Cabe recordar que, de este aspecto, el de las partidas en infraestructura para cada distrito, se habló con el gobernador durante la última oportunidad en que los senadores del peronismo y el titular del Poder Ejecutivo compartieron una cena. En aquella invitación del jefe de la Casa Gris (unas empanadas muy elogiadas), a mediados de octubre ya se advertían distintas posiciones. Ahora, siguen las negociaciones, pero el reloj apremia.
El senador Traferri ha reiterado que busca la aprobación de una ley de presupuesto que tenga el mayor consenso posible y que sea la que le permita gobernar mejor al Ejecutivo. Y está claro que su aprobación en la Cámara de origen no puede posponerse de esta semana.
Los senadores ya lograron que el Ejecutivo no se encargue de confeccionarle el presupuesto a esa Cámara (algo se había iniciado antes del envío del mensaje) y también dejaron en claro su independencia de criterio, al mismo tiempo que garantizaron su aprobación.
Una sanción de alto consenso en el Senado (léase con votos opositores del radicalismo en minoría) dejaría todo listo para un trámite rápido en Diputados. Obviamente, previas conversaciones entre legisladores de ambas Cámaras.
Muy temprano, a los celulares y los correos electrónicos oficiales de los senadores de todos los bloques llegaron los dos cuadernillos de la sesión de este jueves: Asuntos Entrados y Preferencias. Luego, pasadas las 8.30 se distribuyeron a los cronistas parlamentarios que esperan una larga jornada. Y saben que es posible que haya también otra sesión este viernes 27, para aprovechar al máximo el prorrogado período ordinario de sesiones. Desde el mes que viene y hasta el 1ro de mayo del año próximo sólo podrán discutirse en ambas Cámaras mensajes y expedientes habilitados por el Poder Ejecutivo en sesiones extraordinarias.
Todo un año
En la agenda del final de las sesiones ordinarias, el Senado tiene un grupo de normas que había presentado en 2019 cuando todavía no se sabía quién gobernaría luego la provincia. Se trata de normas que siguen propósitos sociales y otorgan beneficios a distintos sectores, pero que implican más gastos.
Tres proyectos de ley cumplen un año en comisiones del Senado y acumulan un número considerable renovaciones de sus preferencias:
Uno consiste en producir por ley un “Incremento de los montos de los haberes del sector pasivo de la Caja de Jubilaciones y Pensiones de la Provincia, en los mismos porcentajes otorgados al personal activo perteneciente a los tres poderes del Estado”, de Guillermo Cornaglia (PJ-Belgrano). Es anterior a las elecciones generales de gobernador y vice de 2019. Nació en 2018 y no tuvo suerte en Diputados. Se volvió a presentar al año siguiente siempre con un texto que habla de actualizar las jubilaciones desde el 1ro de mayo de 2019. Luego de 13 renovaciones de preferencias no logró ningún despacho en comisiones.
Otro viene de los años del macrismo: durante el gobierno nacional anterior en manos de Cambiemos, el justicialismo impulsó en el Congreso proyectos de ley para declarar en emergencia alimentaria a la Argentina. Y lo mismo ocurrió aquí en ambas Cámaras. Ahora, el PJ gobierna en el orden nacional y provincial. Y la “Emergencia pública en materia alimentaria y nutricional en la Provincia, hasta el 31 de diciembre de 2020: declárase”, ingresó el 18 de septiembre del año pasado, impulsada por Rubén Pirola (PJ-Las Colonias). También 13 veces se acordó trartarlo “en la próxima sesión”.
Finalmente, cuando el Frente Progresista, Cívico y Social consumía los últimos meses de tres gobiernos consecutivos que sumaron doce años, el bloque del oficialismo saliente -encabezado por Felipe Michlig (UCR-San Cristóbal)- presentó una norma interesante a favor de la distribución de fondos de la provincia para las municipalidades y las comunas.
El 20 de septiembre de 2019, senadores radicales y socialistas (ahora ya no hay del PS), impulsaron el “Fondo para el ordenamiento financiero de Municipios y Comunas”. La mayoría justicialista por entonces en plena transición y preparándose para gobernar (aún con las tensiones que tenía a fines de 2019 y que se mantienen ahora con la Casa Gris) no le dio nunca el visto bueno. Eso sí, once veces le prometió una preferencia a la iniciativa. Ahora es tiempo de definiciones, y no sólo para el Presupuesto.
